Wouldn't this be illegal for a school to do?

The North Vernon Plain Dealer sports writer on a roll this week. In reporting the resignation of yet another Jennings County Football coach she made some good points about finding a coach and the need for consistency in the programs but then declared that former coaches who are no longer coaching should resign their teaching positions so that new coaches will have a position available and suggested the school system should review the employment status of the spouse of a prospective coach for 'red flags'. I'm certainly no lawyer but review job applicants spouse seem like it would be illegal. Can't link the story but here's a print of it.
"If I were going to interview prospective coaches one of the first things I want to know is what type of work their spouse does. If it isn't something that is available around here that should be a red flag because eventually, the spouse is going to be looking for work"
