Example:
Bobby an 8th grader finishes 8th grade at school A. Enrolls at school B during the summer. After their freshman year they decide to go to school C, This will be a freebie since the first one was prior to HS. So they could go from A to B

then C back to home school. So they could transfer 3 times and really not be penalized?
