I am not sure tihs is going to be a good thing. I have not seen this being an issue and now we are going to have the officials have to judge one more thing. THe issue I see is they do not know these kids and how strong or weak they are. I understand falling before contact or when there is no contact but the rest they can't judge that.
There are to be more rules about officials not more for them to enforce or determine.
