Free Throw Rule change

Just finished watching the rules video, and need clarification. Players on the lane can still go into the lane on the release of the ball, correct? The rule seems to say that you can't go into the shooter semi circle to touch the shooter until the ball hits the rim. Am I reading this correctly or did I misunderstand. Thanks for any explanations.
