Football class alignment

What's up with the new alignment for football? The IHSAA website shows three teams moving from 6A to 5A (Castle, Tech, & Lafayette Jeff), while only two teams move from 5A to 6A (Cathedral & LaPorte). Doesn't that leave 6A with 31 teams, one of which will get a "bye"?
