I found twelve 4A schools who have not won boys regional title.
The six in Central Indiana are Avon, Decatur Central, Greenwood, Hamilton Southeastern,
New Pal and of course Westfield. Avon since 1917 and Westfield 1918
Fishers won once in 1922 to avoid this list.
